Kerala govt brings amendment to remove Governor as chancellor of deemed-to-be university

The Kerala government on Thursday amended the rules of Kerala Kalamandalam deemed-to-be-university to remove the Governor as its chancellor.

The move comes amid the ongoing tussle between the LDF government and Governor Arif Mohammad Khan over the functioning of state-run universities, including appointment of vice-chancellors.

The state government has amended the rules and regulations of Kerala Kalamandalam deemed-to-be-university in accordance with the University Grants Commission (Institutions Deemed to be Universities) Regulations of 2019.

As per the new amendment, the chancellor will be an eminent person in the field of art and culture appointed by the sponsoring body.

As per rules, the Kerala government is the sponsoring body of Kerala Kalamandalam deemed-to-be-university.

The rule regarding the tenure of the chancellor was also amended. “The chancellor shall hold office for a term of five years from the date of assuming office and shall be eligible for reappointment for one more term, provided no person shall be eligible to hold the office on attaining the age of 75 years,” the amended clause reads.

On Wednesday, the Kerala government announced bringing an ordinance replacing the Governor as the chancellor of universities and appoint eminent academicians to the post.

Earlier, Arif Mohammad Khan had issued show-cause notices to vice-chancellors of 11 universities, asking why they should be allowed to continue in their posts, as their appointments were illegal as per a recent Supreme Court ruling.
