Former NYPD Commissioner Tom Donlon Files $10 Million Defamation Lawsuit Against Mayor Adams and Former Spokesman

New York, July 21, 2025 —Former interim commissioner of the New York City Police Department (NYPD), Thomas G. Donlon, has filed a $10 million defamation lawsuit against Mayor Eric Adams and the NYPD’s former spokesman, Tarik Sheppard.

Donlon alleges that when he brought to light corruption and irregularities within the NYPD, the city administration launched a deliberate smear campaign labeling him as “too old” and “mentally unfit” in order to silence him and tarnish his reputation.

Background: Corruption Within the Police Force

In September 2024, Donlon — a former FBI agent — was appointed as interim commissioner of the NYPD. However, he resigned just two months later.
In a detailed lawsuit filed subsequently, he claimed that a “criminal enterprise” within the NYPD had been engaged for years in misappropriation of public funds, document forgery, irregularities in promotions, and harassment of whistleblowers.

Thomas G. Donlon
Former interim NYPD commissioner and former FBI official.
He claims he became the target of retaliation after exposing internal corruption, and a coordinated campaign of lies was waged to damage his reputation.

Eric Adams

Accused of orchestrating a cover-up of misconduct within the NYPD and weakening Donlon’s position through a planned smear campaign.

Tarik Sheppard
Former spokesman of the NYPD.
Accused of playing a central role in spreading false claims about Donlon’s mental fitness and using forged documents to discredit him.

Response and Next Steps

Mayor Adams’s spokesperson, Kayla Mamelak Altus, dismissed Donlon’s lawsuit as “the baseless claims of a disgruntled former employee.”
Tarik Sheppard has so far declined to comment on the matter.

Donlon has already filed a notice of claim in court, formally beginning the legal process.

Mayor Adams is currently busy campaigning for re-election. At such a time, these serious allegations have sparked renewed debate in the city’s political landscape.
In his primary lawsuit, Donlon has also called for federal oversight of the NYPD to ensure accountability.
